今回(こんかい)は、日本(にほん)に滞在(たいざい)する外国人(がいこくじん)の方(かた)が受(う)けられる医療(いりょう)システムについてご紹介(しょうかい)いたします。

1. 日本(にほん)の医療(いりょう)制度(せいど)の基本(きほん)
日本(にほん)では国民皆保険(こくみんかいほけん)制度(せいど)を採用(さいよう)しており、すべての人(ひと)が公的(こうてき)な医療(いりょう)保険(ほけん)に加入(かにゅう)する仕組(しく)みになっています。外国人(がいこくじん)の方(かた)も一定(いってい)の条件(じょうけん)を満(み)たせば、加入(かにゅう)することが可能(かのう)です。

2. 短期(たんき)滞在(たいざい) (観光(かんこう)・短期(たんき)出張(しゅっちょう)など) の場合(ばあい)
短期(たんき)滞在(たいざい)の場合(ばあい)、日本(にほん)の公的(こうてき)医療(いりょう)保険(ほけん)には加入(かにゅう)できません。そのため、以下(いか)の対応(たいおう)をおすすめいたします。

- 海外旅行(かいがいりょこう)保険(ほけん)の加入(かにゅう)
日本(にほん)の医療(いりょう)費(ひ)は比較的(ひかくてき)高額(こうがく)になることがあるため、旅行(りょこう)前(まえ)に海外旅行(かいがいりょこう)保険(ほけん)へ加入(かにゅう)しておくと安心(あんしん)です。

- クレジットカード付帯(ふたい)保険(ほけん)の確認(かくにん)
一部(いちぶ)のクレジットカードには、海外(かいがい)での医療(いりょう)費(ひ)をカバーする保険(ほけん)が付帯(ふたい)している場合(ばあい)があります。事前(じぜん)に確認(かくにん)しておくとよいでしょう。

- 自由(じゆう)診療(しんりょう)の注意点(ちゅういてん)
日本(にほん)の公的(こうてき)医療(いりょう)保険(ほけん)に未(み)加入(かにゅう)の場合(ばあい)、診察(しんさつ)や治療(ちりょう)にかかる費用(ひよう)は全額(ぜんがく)自己(じこ)負担(ふたん) (100%) となります。

3. 長期(ちょうき)滞在(たいざい) (留学(りゅうがく)・仕事(しごと)・永住(えいじゅう)など) の場合(ばあい)
日本(にほん)に3か月(げつ)以上(いじょう)滞在(たいざい)する外国人(がいこくじん)の方(かた)は、公的(こうてき)医療(いりょう)保険(ほけん)への加入(かにゅう)が義務付(ぎむづ)けられています。

(1) 健康保険(けんこうほけん) (社会(しゃかい)保険(ほけん))
- 対象(たいしょう):企業(きぎょう)に雇用(こよう)されている方(かた) (正社員(せいしゃいん)・契約(けいやく)社員(しゃいん)など)
- 加入(かにゅう)方法(ほうほう):勤務(きんむ)先(さき)の会社(かいしゃ)が手続(てつづ)きを行(おこな)います。
- 特徴(とくちょう):保険(ほけん)料(りょう)は給与(きゅうよ)から天引(てんび)きされ、医療(いりょう)費(ひ)の自己(じこ)負担(ふたん)は30%となります。

(2) 国民(こくみん)健康保険(けんこうほけん) (国保(こくほ))
- 対象(たいしょう):健康(けんこう)保険(ほけん)に加入(かにゅう)しない方(かた) (自営(じえい)業(ぎょう)・留学生(りゅうがくせい)・フリーランスなど)
- 加入(かにゅう)方法(ほうほう):住(す)んでいる市区町村(しくちょうそん)の役所(やくしょ)で申請(しんせい)を行(おこな)います。
- 特徴(とくちょう):保険(ほけん)料(りょう)は所得(しょとく)に応(おう)じて変動(へんどう)し、自己(じこ)負担(ふたん)額(がく)は30%となります。

4. 外国人(がいこくじん)の方(かた)が受診(じゅしん)できる病院(びょういん)
日本(にほん)には、外国語(がいこくご)に対応(たいおう)した病院(びょういん)や医療(いりょう)機関(きかん)がいくつかあります。

- 外国語(がいこくご)対応(たいおう)の病院(びょういん)
東京(とうきょう)、大阪(おおさか)、福岡(ふくおか)などの都市部(としぶ)には、英語(えいご)やその他(た)の言語(げんご)に対応(たいおう)している病院(びょういん)があります。

6. 医療(いりょう)費(ひ)補助(ほじょ)制度(せいど)について

In this article, we will introduce the healthcare system that foreigners in Japan can access.
 
1. Basic Overview of Japan’s Healthcare System 
Japan has a universal health insurance system, meaning everyone has to enroll in a public health insurance plan. If foreigners meet certain conditions, they can also join them.
 
2. For Short-Term Stays (Tourism, Short Business Trips, etc.) 
If staying temporarily, foreigners cannot join Japan’s public health insurance. Therefore, the following options are recommended:
 
- Enroll in Overseas Travel Insurance
Since medical expenses in Japan can be quite high sometimes, enrolling in travel insurance before your trip may help provide peace of mind.
 
- Check if Your Credit Card Offers Insurance
Some credit cards offer insurance that covers medical costs abroad, so it's a good idea to check this in advance.
 
- Note on Self-Paid Medical Treatment
If not enrolled in Japan’s public health insurance, people must pay for 100% of all consultation and treatment costs.
 
3. For Long-Term Stays (Study, Work, Permanent Residency, etc.) 
Foreigners staying in Japan for over three months are required to join public health insurance.
 
(1) Health Insurance (Social Insurance)
- Eligible: Company employees (full-time employees, contract workers, etc.)

In major cities like Tokyo, Osaka, and Fukuoka, foreigners can find hospitals that provide English and other language services.

5. Emergency Response

Ambulance services in Japan are free of charge, but treatment at the hospital will incur a fee.
